Purpose = What do we exist? When we look around the office what is it all for? Really for? Ask the question of yourself what is the benefit to ourselves, our customers and the world of what we do every day.
Direction = Strategy. A collection of ambitions. A vision on what it will look like once we are there. Fully described values which drive the change you seek.
THEN we have a foundation to plan and activate the right changes that align to our overall strategy. Plan and or activate first? This is a recipe for disaster as you won't have the context of the reason you exist and your direction guiding your decision makers.
